An EU budget-protection mechanism enabling proportionate measures where breaches of rule-of-law principles sufficiently directly affect or seriously risk affecting EU financial interests.
Theoretical Context
Regulation 2020/2092 is tied to protection of the budget, not an automatic punishment for any democratic deficiency. It is distinct from the Article 7 TEU procedure.
