A treaty procedure for addressing a clear risk of serious breach, or an existing serious and persistent breach, of the EU's founding values by a member state.
Theoretical Context
The procedure has distinct preventive and sanctioning stages with demanding voting rules. It does not automatically expel a state from the EU.
