Definition
An IHL rule prohibiting attacks expected to cause incidental civilian harm excessive in relation to the concrete and direct military advantage anticipated.
Theoretical Context
It does not require equal civilian and military casualties. Assessment must consider the information reasonably available when the attack is planned or decided.
