Definition
A person forced or obliged to leave their home, notably because of conflict, violence, human rights violations or disasters, who has not crossed an internationally recognised state border.
Theoretical Context
Unlike a refugee, an internally displaced person remains within their country. Protection obligations primarily rest with the state, while humanitarian agencies may support affected populations.
