Definition
A group of economies that remove tariffs or other trade barriers on qualifying trade among themselves while retaining independent external trade policies.
Theoretical Context
Rules of origin are important to prevent simple trans-shipment through the member with the lowest external tariff; not all trade is necessarily liberalised.
