Digital Sovereignty

European Studies

Definition

The capacity of a state or political community to exercise meaningful choice and control over its digital infrastructure, technologies, data governance and dependencies.

Theoretical Context

In EU debate it covers resilience, standards and strategic autonomy, but the term is politically contested and should not be equated with complete digital self-sufficiency.
