Definition
The seabed and subsoil beyond a coastal state's territorial sea over which it has sovereign rights to explore and exploit natural resources under the law of the sea.
Theoretical Context
Under UNCLOS, continental-shelf entitlements arise independently of proclamation; beyond 200 nautical miles, outer-limit rules can be complex. Shelf rights do not make the overlying waters territorial sea.
