Definition
The legal determination of whether an act or omission is attributable to a state for purposes of international responsibility.
Theoretical Context
Conduct of state organs is generally attributable; actions of other persons may be attributable under specific rules such as instruction, direction or control. Attribution alone does not prove breach.
